Merging Gurobipy branch

Levecque Etienne requested to merge test_gurobipy into master

The old master branch was using Pulp and Gurobi inside Pulp.

This new branch directly uses Gurobipy which enable lower level parameters. This branch also comes with config parser and multiprocessing available.
