Create/Link sidecar files

Prompt a window that allow the user to specify for which experiment file the sidecar is valid and then to either create the sidecar file with prompted information or link to an already existing file. The tool will then take this file and place it at the right level in the project directory and name it according to the BIDS inheritance rule
